Rule 144
Work, Duties and Powers of the Public Procurement Monitoring Office
In addition to the work, duties and powers mentioned in Section 65 of the Act, the work, duties and powers of the Public Procurement Monitoring Office shall be as follows:-
(a) To monitor the public procurement by visiting the procurement activities of the related public bodies or by requesting reports and information related to the procurement activities from the public bodies,
(b) giving instructions to the public body regarding the information, data to be included in the report on procurement activities and the time period for submission of such report,
(c) Conducting programs that help public bodies to conduct procurement operations and bidders, proposers, sealed bidders, suppliers to participate in procurement operations,
(d) To simplify and facilitate procurement process,
(e) Establishing a central data bank and keeping a record of the performance related to the implementation of the purchase agreement,
(f) To develop a method of dissemination of information related to public procurement,
(g) To study and research the policies, laws, experiences and practices related to procurement in other countries in order to improve the public procurement system,
(h) to prepare a plan for the provision of staff with procurement-related capacity or competence and professional efficiency in public bodies,
(h) According to the plan according to Clause (h), to ascertain whether the person appointed to the procurement unit, evaluation committee and public procurement monitoring office of the public body has met the required efficiency and professional efficiency,
(h) To prepare a statement of the duties, duties and rights and responsibilities of the head of the public body, the staff of the procurement unit of such body, the member of the bid evaluation committee,
(J1) Monitoring the implementation of the decision of the review committee and submitting a report to the office of the Prime Minister and the Council of Ministers,
(k) Providing assistance in conducting training programs necessary to improve the professional efficiency of employees involved in the procurement of public bodies, and
(l) To conduct training programs necessary to enhance the professional efficiency of employees.
